Prior Judicial Experience
Judge Evans began his judicial career on January 1, 1989. He has served as the presiding judge at county courthouses in Palm Beach Gardens, Delray, Belle Glade as well as at the Main Courthouse in West Palm Beach. He has served in both the Civil and Criminal Divisions of County Court and has served as Administrative Judge of the County Court Civil Division and Criminal Divisions at various times. Judge Evans has also served by special assignment in several divisions of Circuit Court.

Prior Work Experience
Judge Evans has been continuously employed since the age of 11. His first job was as a paper boy and he worked various construction and food service jobs throughout his school years. His senior year in high school he worked the 4 p.m. to midnight shift at a local factory making electrical devices. He worked his way through college and law school before coming to Palm Beach County as a lawyer in 1976. His first job was as an associate in the firm of Weathers and Narkier, P. A.. He formed his own practice in 1978 and practiced in that firm until he took the bench in 1989.

In addition, Judge Evans is an active judicial educator. He trains judges in Florida and throughout the nation. He has served on the faculty of the National Judicial College since 1999. He has served on the Faculty Council of the National Judicial College since 2005 and served as chair in 2008.
In Florida he has been a regular presenter at judicial educational programs for 20 years. He is known for his "Civil Law Update" presented annually at the meeting of the Florida Conference of County Court Judges. He has been on the faculty of the Florida Judicial College since 1994, which is required training for all new Florida Judges. Judge Evans served as Dean of the "Florida Traffic Adjudication Program" from 1993 until 2009. Judge Evans is the author of several publications for lawyers and Florida Judges. He is a contributing author to the major treatise on "Florida Dissolution of Marriage" published by The Florida Bar and his "Small Claim Survival Guide" is the standard reference and training guide for judges presiding over Small Claim Courts in Florida.
In 2003, Judge Evans, was honored by the Judicial Division of the American Bar Association, when he was presented with their annual award for Judicial Education.
The Florida Conference of County Court Judges granted their highest honor to Judge Evans by awarding him the 2005 Harvey Ford Memorial Award. This is the highest award given to one judge in Florida each year who has distinguished themselves through scholarship, service to the bench and service to his community.
Judge Evans has always been mindful of his administrative obligations as well. Always active in finding better and more efficient means of operating the court system, Judge Evans was honored in receiving "The Davis Productivity Award" from Florida Tax Watch in 2011, for leading a team that revamped various court administrative processes, saving our taxpayers hundreds of thousands of dollars per year. He has also assisted other judicial circuits throughout Florida to implement similar programs, saving the State millions of dollars per year.
Judge Evans has been an active participant in our community in his off the bench activities. He has volunteered his time to the Boy Scouts of America and served the Western Communities Football League as a coach. He has also been recognized by USA Wrestling as a certified coach and official. He and has been certified and has served the Florida High School Athletic Association (FHSAA) for several years as a varsity wrestling official.
Judge Evans often commutes to work on his motorcycle and serves on the Florida Motorcycle Safety Coalition.
